Likelihood, Not Law
Section 13-6-106 does not vary between Cooper-Young and Frayser. A neighbour or qualifying nonprofit may bring an action about a building in either.
What varies is whether anybody does. That depends on organised neighbourhood bodies, on nonprofits active in particular areas, and on whether there is an attentive neighbour at all. The rules are on our page covering the private right of action.
And Whether You Would Hear About It
The second variable, and it is about the owner rather than the neighbourhood. A local owner-occupier learns of a complaint the day it is made. An owner two states away may not learn of a filing until a receiver has been appointed.
Those two variables together explain most of the difference between an easy file and a hard one here, and neither is about the building.
