Can They Actually Do Anything?

Yes. The statute names any interested party or neighbour among those who may bring a civil action to enforce local codes against a building owner.

Should I Talk to Them?

Usually, and early. In a jurisdiction where a neighbour can be the plaintiff, a neighbour who knows what you intend has less reason to escalate. If something has already been filed, take advice first.
